				<description>&lt;figure&gt;&#xA;&#xA;  &#xA;  &#xA;&#xA;  &#xA;    &#xA;  &#xA;  &#xA;    &#xA;  &#xA;&#xA;  &#xA;&#xA;  &#xA;&#xA;  &lt;img src=&#34;https://nursesfororegon.org/img/cpr-logo.png&#34;&#xA;    alt=&#34;The CPR logo&#34;&gt;&#xA;&lt;/figure&gt;&#xA;&#xA;&lt;h2 id=&#34;a-reform-caucus&#34;&gt;A reform caucus&lt;/h2&gt;&#xA;&lt;p&gt;We are RNs, APPs, Professionals, clinicians, and ONA members from across Oregon who want our union to be truly democratic, transparent, and member driven.&lt;/p&gt;&#xA;&lt;p&gt;We saw a need for change in our union, so we got to work by involving members from across Oregon&lt;/p&gt;&#xA;&lt;p&gt;In 2026, ONA members &lt;em&gt;decidedly&lt;/em&gt; voted in a majority of CPR members to the ONA Board of Directors.&lt;/p&gt;&#xA;&lt;p&gt;As union members, we have the power to make changes in the direction of our union.&lt;/p&gt;&#xA;&lt;p&gt;One of the main ways we can leverage our power is by understanding the &lt;a href=&#34;https://cdn.ymaws.com/www.oregonrn.org/resource/resmgr/docs/ONA_OrgChart_2025.pdf&#34;&gt;structure&lt;/a&gt;, &lt;a href=&#34;https://cdn.ymaws.com/www.oregonrn.org/resource/resmgr/docs/ONA-Bylaws_UPDATED-2024.pdf&#34;&gt;current bylaws&lt;/a&gt; and timing of &lt;a href=&#34;https://www.oregonrn.org/page/elections&amp;amp;&#34;&gt;upcoming union elections&lt;/a&gt;.&lt;/p&gt;&#xA;&lt;p&gt;We elect our member leaders to serve on the &lt;a href=&#34;https://www.oregonrn.org/page/37&#34;&gt;ONA Board of Directors&lt;/a&gt;.&lt;/p&gt;&#xA;&lt;p&gt;Per ONA bylaws, the Board of Directors establishes strategic goals and plans for the Association, appoints and defines the responsibilities of the ONA Executive Director, and provides for implementation of action and directives of the House of Delegates.&lt;/p&gt;&#xA;&lt;p&gt;That means our Board of Directors holds a lot of responsibility in moving ONA in the direction our members want.&lt;/p&gt;&#xA;&lt;p&gt;The House of Delegates is ONA’s governing body, much like a state legislature.&lt;/p&gt;&#xA;&lt;p&gt;Our union is statewide and represents more than just nurses.&lt;/p&gt;&#xA;&lt;p&gt;Together we can make sure that we are helping to shape the future of healthcare in Oregon by continuing to elect &lt;a href=&#34;https://nursesfororegon.org/elect&#34;&gt;candidates&lt;/a&gt; that will prioritize making healthcare in Oregon more accessible, accountable, and democratic.&lt;/p&gt;&#xA;&lt;h3 id=&#34;reform-affects-all-of-us&#34;&gt;Reform affects all of us&lt;/h3&gt;&#xA;&lt;blockquote&gt;&#xA;&lt;p&gt;&amp;ldquo;It’s easy to forget that unions fought for many of the protections we take for granted in today’s workplaces: the minimum wage, the eight-hour work day, child labor laws, health and safety standards, and even the weekend. Today, unions across the country are still on the frontlines advocating for basic workplace reforms like increases in the minimum wage and mandatory paid sick leave.&amp;rdquo; &amp;ndash;&lt;a href=&#34;https://www.jwj.org/unions-101&#34;&gt;&lt;em&gt;Unions 101&lt;/em&gt;&lt;/a&gt; by Jobs With Justice&lt;/p&gt;&#xA;&lt;/blockquote&gt;&#xA;&lt;h2 id=&#34;platform&#34;&gt;Platform&lt;/h2&gt;&#xA;&lt;h3 id=&#34;1-build-a-meaningfully-democratic-union&#34;&gt;1. Build a meaningfully democratic union&lt;/h3&gt;&#xA;&lt;ol&gt;&#xA;&lt;li&gt;Our union should actually be built from the members up, not directed from our union’s board room&lt;/li&gt;&#xA;&lt;li&gt;Unelected executives should not be making decisions on behalf of members nor should they be meeting with workplace executives without members (ie: no backdoor deals)&lt;/li&gt;&#xA;&lt;li&gt;The elected leaders of ONA should be making decisions that uplift union healthcare workers, not executive directors within ONA&lt;/li&gt;&#xA;&lt;li&gt;ONA members in places of power will be held accountable to ONA membership.  If you sit on a board, you must act like a union member, not an executive.&lt;/li&gt;&#xA;&lt;/ol&gt;&#xA;&lt;h3 id=&#34;2-whats-good-for-the-community-is-whats-good-for-our-union&#34;&gt;2. What’s good for the community is what’s good for our union&lt;/h3&gt;&#xA;&lt;ol&gt;&#xA;&lt;li&gt;The American healthcare system is not broken, it is working as intended: to create profit for hospital board rooms while marginalizing BIPOC and poor communities.  This system does not need reform, it needs to be torn down and replaced with true healthcare for all.&lt;/li&gt;&#xA;&lt;li&gt;We will not support healthcare consolidation regardless of the shape it takes&lt;/li&gt;&#xA;&lt;li&gt;We will use our institutional power to support meaningful, improved access for all Oregonians, not just an increase in specialty services.&lt;/li&gt;&#xA;&lt;li&gt;We will act with the full force of our union to prevent healthcare closures in critical need communities and expand all healthcare services to every community&lt;/li&gt;&#xA;&lt;li&gt;We will act in support of at risk and marginalized communities because they are our coworkers, our patients and our communities.  If their healthcare access is under attack, all our access is under attack.  We explicitly support reproductive freedom, transgender affirming healthcare and full access to all healthcare services regardless of citizenship or ability to pay.&lt;/li&gt;&#xA;&lt;/ol&gt;&#xA;&lt;h3 id=&#34;3-transparency-in-union-leadership&#34;&gt;3. Transparency in union leadership&lt;/h3&gt;&#xA;&lt;ol&gt;&#xA;&lt;li&gt;Our union is healthiest when members are involved and voices are heard&lt;/li&gt;&#xA;&lt;li&gt;All leadership meetings will be publicised with minutes made public before the next board meeting&lt;/li&gt;&#xA;&lt;li&gt;Unelected union leadership will act at the direction of rank and file members&lt;/li&gt;&#xA;&lt;li&gt;We will work to ensure that anyone holding any supervisory position is disqualified from holding an elected position on the ONA board of directors. This may be through changes in bylaws or other procedural actions as necessary. Our union is led by members, not by people in management or supervisory positions.&lt;/li&gt;&#xA;&lt;li&gt;We will also work to ensure the ONA board of directors assumes its full responsibilities of directing ONA executives in maintaining members as the key focus of their mission.&lt;/li&gt;&#xA;&lt;li&gt;Further, we will stand in solidarity with ONA staff as they are key to providing the support necessary for members to fully engage in owning our union power.&lt;/li&gt;&#xA;&lt;li&gt;Members of the ONA board of directors and cabinet members will not sign NDAs with any organization or governmental agency related to the work done as ONA members&lt;/li&gt;&#xA;&lt;/ol&gt;&#xA;&lt;h2 id=&#34;electeds&#34;&gt;Electeds&lt;/h2&gt;&#xA;&lt;h3 id=&#34;ona-president-gina-ottinger-bsn-rn-cen-sheher&#34;&gt;ONA President: Gina Ottinger BSN, RN, CEN (she/her)&lt;/h3&gt;&#xA;&lt;figure class=&#34;float-left&#34;&gt;&#xA;&#xA;  &#xA;  &#xA;&#xA;  &#xA;    &#xA;  &#xA;  &#xA;    &#xA;  &#xA;&#xA;  &#xA;&#xA;  &#xA;&#xA;  &lt;img src=&#34;https://nursesfororegon.org/img/authors/gina/gina.jpg&#34;&#xA;    alt=&#34;Gina&amp;#39;s profile picture&#34;&gt;&#xA;&lt;/figure&gt;&#xA;&#xA;&lt;p&gt;I’m Gina Ottinger, proudly endorsed by the Caucus for Powerful Reform (CPR), and I am running for ONA Executive Board President. For 18 years I have worked as a staff nurse at Providence St. Vincent Medical Center—15 in the emergency department and the past 9 as a charge nurse.&lt;/p&gt;&#xA;&lt;p&gt;My commitment to advocacy began long before I became a nurse when I started my career as a CNA at Providence Milwaukie, later moving to PSVMC as a med-surge nurse. Those early years shaped my understanding of the relentless, unseen labor that keeps our hospitals standing. They also taught me that nurses deserve a voice—and that we must fight to ensure it is heard.&lt;/p&gt;&#xA;&lt;p&gt;In 2015 I stepped into leadership as a Steward and member of the House wide Staffing Committee. In 2022, I served as a delegate at the ONA House of Delegates, which deepened my passion for policy work and led me to join the ONA Health Policy Cabinet. In 2023, I advocated directly with legislators for Oregon’s Nurse Staffing Law, helping secure safe ratios that nurses had long fought for. I am a nightshift nurse in Adult Oncology at OHSU, the Chair of AURN and I have been a labor activist and organizer for 23 years. I believe in worker led democracy, union transparency and in utilizing our privilege as trusted healthcare clinicians to advocate for all Oregonians.&lt;/p&gt;&#xA;&lt;p&gt;I have joined my fellow workers on the picket line, at rallies and in caucus rooms, and know what we can accomplish together as union healthcare workers. Our contracts aren’t won, our workplaces aren’t improved, our patients aren’t cared for, by appealing to profit driven executives, but by using our collective power to demonstrate that Oregon’s healthcare centers do not work without us. I will work to ensure that all bargaining units are provided the resources they need to win strong contracts. I want to empower all ONA members to directly participate in daily decisions affecting them and make sure they have the tools to effect change. I am committed to transparency and know that our contracts aren’t won in board rooms, but through a strong movement of unified healthcare workers fighting for a better healthcare system for all Oregonians. My 23 years of bedside nursing care have led me to understand the importance of nurses advocating for our patients, communities, and our profession.&lt;/p&gt;&#xA;&lt;p&gt;I have executed that advocacy at Providence St. Vincent as a Steward, Executive Committee Treasurer 2022-2025, and current PSVMC Vice President.&lt;/p&gt;&#xA;&lt;p&gt;My experience as a Labor Cabinet Member—CA 24 Member-at-Large, Delegate, and Lobby Day participant—has allowed me to see how our union works, testifying for safe staffing and workplace violence laws. I have gained an understanding for how ONA fits in our larger union and where rank-and-file members can make a meaningful difference in the future.&lt;/p&gt;&#xA;&lt;p&gt;My experience on the Providence strike and hardship committee further deepened my commitment to serving our members. We have done hard things collectively as nurses and union members.&lt;/p&gt;&#xA;&lt;p&gt;I started my career in the Midwest with 6 patients on day shift. Moving to Oregon 18 years ago, the Union difference was palpable. I believe strong, democratic and transparent unions, fighting for the best contract language keeps patients and nurses safe and thriving. 				<description>&lt;p&gt;CPR was well represented this week at the ONA Convention &amp;amp; House of Delegates. We had the opportunity to connect with fellow members about who we are, what we stand for, and why our caucus matters.&lt;/p&gt;&#xA;&lt;p&gt;Quite a few folks headed home with must-read labor titles, generously provided by Bill, and members even brought us some rad CPR earrings they made as gifts!&lt;/p&gt;&#xA;&lt;p&gt;Throughout the week, we engaged in our union’s democratic process with a steadfast focus on empowering members to be bold in the face of fear, uncertainty, and doubt driven propaganda.&lt;/p&gt;&#xA;&lt;p&gt;Altogether, it was a great week filled with important conversations, solidarity, and renewed energy for the work ahead. 				<title>Union 101: what are unions about?</title>

When unions make working people more powerful, they are imposing some democracy on a society which otherwise is not very democratic at all.&amp;rdquo; &amp;ndash;&lt;a href=&#34;https://labornotes.org/store/democracy-power&#34;&gt;&lt;em&gt;Democracy Is Power&lt;/em&gt;&lt;/a&gt;, 1999, Mike Parker &amp;amp; Martha Gruelle for Labor Notes&lt;/p&gt;&#xA;&lt;/blockquote&gt;&#xA;&lt;p&gt;We as employees provide labor to business owners and they pay us for that labor.&lt;/p&gt;&#xA;&lt;p&gt;Business owners want to pay employees less since they want to make their own profits go up.&lt;/p&gt;&#xA;&lt;p&gt;A single employee is paid what their boss tells them they will be paid.&lt;/p&gt;&#xA;&lt;p&gt;The boss has all the power.&lt;/p&gt;&#xA;&lt;p&gt;The employee on their own doesn&amp;rsquo;t have any power to change things.&lt;/p&gt;&#xA;&lt;p&gt;But together, employees can change that and balance out the power.&lt;/p&gt;&#xA;&lt;p&gt;This is what unions do.&lt;/p&gt;&#xA;&lt;p&gt;The key is that employees do this &lt;em&gt;together&lt;/em&gt; and that they remain strong in their belief in each other.&lt;/p&gt;&#xA;&lt;p&gt;Bosses will try to tempt individual employees to break trust with the group by promising higher pay to one or several employees specifically, or some sort of other favors.&lt;/p&gt;&#xA;&lt;p&gt;Those promises are empty though.&lt;/p&gt;&#xA;&lt;p&gt;Without a contract that guarantees your paycheck and rights in the workplace, they can change any of your conditions at any time.&lt;/p&gt;&#xA;&lt;p&gt;This is why establishing that trust (which is often what we call solidarity) is so important: a worker can&amp;rsquo;t win unless all the workers win.&lt;/p&gt;&#xA;&lt;p&gt;Unions are democracy in the workplace: union leaders are elected or are appointed by an elected person&lt;/p&gt;&#xA;&lt;p&gt;The leverage that employees have is their labor: they can collectively (and with solidarity) withhold their labor in a strike in an attempt to force the employers hand.&lt;/p&gt;&#xA;&lt;p&gt;A strike is the &lt;em&gt;final&lt;/em&gt; tactic that employees have to get what they need in order to improve conditions at work.&lt;/p&gt;&#xA;&lt;blockquote&gt;&#xA;&lt;p&gt;A strike reveals something that employers would prefer we not notice: they need us. Workplaces are typically run as dictatorships. The discovery that your boss does not have absolute power over you—and that in fact, you and your coworkers can exert power over him—is a revelation. There’s no feeling like it.&amp;quot; &amp;ndash;&lt;a href=&#34;https://www.labornotes.org/sites/default/files/Strike%20special%20issue%20recolored%20red%202.pdf&#34;&gt;&lt;em&gt;How to Strike and Win&lt;/em&gt;&lt;/a&gt; by Labor Notes Staff, 2019&lt;/p&gt;&#xA;&lt;/blockquote&gt;&#xA;&lt;p&gt;This step is democratic because the employees vote whether to strike or not.&lt;/p&gt;&#xA;&lt;p&gt;Without a high yes vote to strike, the power of the worker is diminished and the employees may have to give on their demands to the boss.&lt;/p&gt;&#xA;&lt;p&gt;The democratic process also extends to the contract: the employees vote on whether to accept the contract that their team bargains with the business owners&lt;/p&gt;&#xA;&lt;p&gt;A team of people is appointed or elected to represent the interests of the workers when creating a contract between the workers and management.&lt;/p&gt;&#xA;&lt;p&gt;This process is called collective bargaining since both the employer and the employees are crafting the contract.&lt;/p&gt;&#xA;&lt;blockquote&gt;&#xA;&lt;p&gt;&amp;ldquo;Collective bargaining is the mechanism or process for an organized group of workers (“labor”) and their employer (“management”) to pursue mutual agreement over workplace issues. The results of these labor-management negotiations are contained in a collective bargaining agreement (CBA). The CBA is a legally enforceable, written contract between a union representing a group of employees (“bargaining unit”) and their employer.&amp;rdquo; &amp;ndash;&lt;a href=&#34;https://www.workcenter.gov/what-is-a-union/&#34;&gt;workcenter.gov&lt;/a&gt;&lt;/p&gt;&#xA;&lt;/blockquote&gt;&#xA;&lt;p&gt;A contract is then enforced by either (or a combination of) state and federal laws.&lt;/p&gt;&#xA;&lt;p&gt;The &lt;a href=&#34;https://en.wikipedia.org/wiki/National_Labor_Relations_Board&#34;&gt;NLRB&lt;/a&gt; governs the federal side of things for most workers.&lt;/p&gt;&#xA;&lt;p&gt;Public workers in Oregon (where I am) are under another set of laws called &lt;a href=&#34;https://www.oregon.gov/erb/pages/pecba.aspx&#34;&gt;PECBA&lt;/a&gt;.&lt;/p&gt;&#xA;&lt;p&gt;These laws make it so that an employer cannot just large-scale fire people in the union, as it is actually unlawful for employers to monitor union activity, retaliate for union activity, or ignore the process of employee discipline.&lt;/p&gt;&#xA;&lt;p&gt;Dues are gathered from your paycheck for the union to function: labor organizers, web designers, graphic artists, and physical things like t-shirts or buttons are needed for the union to function and the people who are staff for your union are often doing this work full time for their job.&lt;/p&gt;&#xA;&lt;h2 id=&#34;okay-so-together-we-win-that-sounds-simple-right&#34;&gt;okay, so together we win! that sounds simple right?&lt;/h2&gt;&#xA;&lt;p&gt;While unions sound simple in theory, in practice (which is where it really counts), unions are complex and messy, just like all human things.&lt;/p&gt;&#xA;&lt;p&gt;Each union may have many tiers of leadership and many layers of bureaucracy&lt;/p&gt;&#xA;&lt;p&gt;These layers may have people in place who actually don&amp;rsquo;t have your best interest at heart and instead are there to advance their own agenda of retaining a position of privilege or power&lt;/p&gt;&#xA;&lt;blockquote&gt;&#xA;&lt;p&gt;&amp;ldquo;a union will act in the interests of members only if those members control the union. If members do not control their union, then others tend to run it in their own interests—management, the mob, or officials seeking to preserve their easy job and comfortable lifestyle if not line their own pockets; the opportunities are just too rich to be passed up. Even a leader with a personal commitment to the members’ interests, but who lacks serious input from them, is vulnerable to the other interests just mentioned.&amp;rdquo; &amp;ndash;&lt;a href=&#34;https://labornotes.org/store/democracy-power&#34;&gt;&lt;em&gt;Democracy Is Power&lt;/em&gt;&lt;/a&gt;, 1999, Mike Parker &amp;amp; Martha Gruelle for Labor Notes&lt;/p&gt;&#xA;&lt;/blockquote&gt;&#xA;&lt;p&gt;This is why union elections are important: a healthy democracy involves a healthy mix of debate and conversation to bring about the best outcome for the workers that the people elected or appointed to union leadership represent.&lt;/p&gt;&#xA;&lt;blockquote&gt;&#xA;&lt;p&gt;&amp;ldquo;One of the reasons members don’t take control of their unions is that they don’t equate democracy with power. Why not? Partly because corrupt union leaders, and even more so corporations, have an interest in maintaining a smokescreen around democracy and power. Now what?&lt;/h2&gt;&#xA;&lt;p&gt;Well first, if you&amp;rsquo;re in a workplace that has a union, make sure you&amp;rsquo;re a member! There are a lot of places were you aren&amp;rsquo;t automatically a member.&lt;/p&gt;&#xA;&lt;p&gt;Second, read through your contract (if you have one) cover to cover.&lt;/p&gt;&#xA;&lt;p&gt;Third, read the Labor Notes book &lt;a href=&#34;https://labornotes.org/secrets&#34;&gt;&amp;ldquo;Secrets of a Successful Organizer&amp;rdquo;&lt;/a&gt; and/or look through the handouts they provide for free which have a lot of the content there for understanding organizing.&lt;/p&gt;&#xA;&lt;p&gt;Lastly, get plugged into your local labor movement!&lt;/p&gt;&#xA;&lt;p&gt;We must unite under a banner of having passionate, progressive, and unyielding hearts where we support one another, and believe that, no matter how bad it gets, there is always hope because we have each other.&lt;/p&gt;&#xA;&lt;p&gt;Workers of the world unite!&lt;/p&gt;&#xA;</description>
